Who Facilitates Creating the DoD?

The Scrum Master can play the role of moderator, ensuring everyone has a say and vague terms like “pick up your stuff” are turned into concrete actions, such as “clothes in the hamper.”
This facilitation ensures the team lands on shared, practical standards instead of leaving “done” open to misinterpretation.
