The Definition of Ready is like a packing list for a trip. The list doesn’t pack your suitcase for you—it just guides what you should pack so you’re prepared when you leave. Likewise, the DoR doesn’t make PBIs ready; backlog refinement is the act of “packing” that gets them ready for Sprint Planning.
